It depended from your target audience.. But from for 4 of them Facebook Instagram Pinterest and Twitter, the last one (Twitter) have the lest possibilities some to converse for someone buy something.

Is definitely ISP DNS issue. He can test for sure with this way. If his phone have different services provider from the PC internet . Follow this Steps . Hotspot his phone with the PC and try to access the websites with this different internet provider, If is working you just find your issue...
