It depends what you consider grow.. if grow is just the amount of followers then yes it's the fastest way.. if grow means getting more engagement and quality followers then no.. :)

Yeah if it's a legit page I would just contact them and ask what's up. Maybe competitors have reported you as spam or fake or whatever. If your page is legit and with quality content it shouldn't be that hard to get your page back :)
