I currently am looking for the same thing as you, VPNs don't have a dedicated/static IP from what I know. Perhaps a VPS should be chosen, contact the VPS company & ask them a few questions to be 100% certain that they won't change the IP address AT ALL.

Your IP will change every time if you use a proxy service.
