Would the article directories get a new unique article each or 1 article distributed to all in a package?

A backlink is a backlink and is always helpful if it comes from a website that has been there for a while. Blogspot boasts good domain authority so getting links from there would not be a bad thing but I doubt if it could do much on its own.

I would say build your website on your own domain, as well as using blogger as a parasite both sending traffic to your site as well as monetizing it directly. Then rank all, you would just be increasing your visibility.

I suppose it would depend upon your site structure and whether it is a micro niche site or an authority one.

Never optimize more than a single page for the same main keywords, as you just need one page properly optimized for its target keyword.

Create a diverse anchored tier 1 backlink profile on a wide range of platforms, web2.0s, pbns, article directories etc that would stick. If they are moderated and approved, better. You should then create a moderate tier 2 profile linking to these tier 1s, pick those platforms with higher stick...

Even paid tools won't give you a websites "entire" backlink profile.
