UID's dont benefit custom audiences unless you have the app ID. You can still upload an email csv file from scraping tools, but that may change soon.

faceids was working great in the past and says they are updating issues. It's a cloud based app but wouldn't work earlier today. I'll circle back if I see it get up and running correctly.
