There's a plenty of tools that allow to send connection invitations automatically based on search results / SN search results / profile lists etc, if that's what you meant.
You can try to reach out to LinkedIn support with this, acting like a real user having troubles with their profile, and see what they say :) They might restrict you but I suppose it's a one-off account anyway.
As most of them use LI people search results or Sales Navigator search results as a source of target profiles, it's not really a matter of a tool, I believe.
