Its best to rank your own domains, use web2.0s as tier 1 links not aimed at ranking though they could fluctuate with time through the various algo updates.

No idea about the non English language world, they must have their own set of forums and all. But if you have GSA, limit your searches and link building to dutch domains either location wise or tld.

Not using exact anchors for tier 1 links seems to be the safest way to proceed.

Backlinks analysis tools are quite limited, often isleading with regards to anchor distribution and all. They would pick most links google would refuse to index and miss out on more important ones that are open to google alone for crawling.

PR is irrelevant for rankings, as it does not take into account backlinks relevancy. It is just a metric to show how popular a page on the internet may be. If you run top ten results searches on any niche, you will find strange pr distributions.

If the content is nowhere to be found on google then its reusable.
