From what I've gathered is that YouTube stores the original video that was uploaded. YouTube will still send the Content ID to the original channel for them to do a manual review and issue a copyright strike, even if the copyrighted content is edited out.

I've been seeing at least a dozen foreign channels now posting full length news episodes from Fox or CNN or MSNBC with about 1-2 minutes of their own content at the end of the video. Doesn't seem they keep the video for more than 12 hours after they trim out all of it except their own video clip...
They are short Long Form videos. So one video is 40seconds long and average view duration is 30 seconds and the other is 1:40mins long view duration is 1:18 so I'm sitting at 70% View duration on the entire video.
