Just start with a new domain. A DA of 11 isn't that hard to earn if you are getting enough backlinks. Are those existing backlinks from the previous site actually good and relevant for your new site/content? If the domain had been previously flagged by Google, it might take longer to have it...

Like you've said, the domain is an expired domain. Likely, it already had records prior to you using the domain. When registering expired domains, it's best to inspect everything and not just depend on the DA value, IMO. In most cases, it would even be better to just start from scratch...

Used to be with a company developing iOS apps and everyone there (more than 20 people) posted reviews from the same IP, we didn't receive anything like that. But I guess we're talking about massive number or reviews on the same IP here, and Apple has simply been more strict and watchful.
