I would assume that one would have friends or relatives that you could move in with and take your pc to and plug in

if you can reach the files by adding .html at the end and not .php it seems to me that the files are saved in html format and not php

Search engine robots can only read the tags that go with the picture but they do not have eyes to see the picture so you will not receive any penalties

He did say you still have your computer... I would research loads and try to find something that is hot at the moment but yet is needed with in the market.

You would really need to get the website to what it was before it expired so that there is still a chance of maintaining the page rank. Also make sure that the page rank is real and not fake as there seem to be more fake now days then ever before

Try targeting websites around the world to post about your site and not just in one country.
