Can it be bought from the apple itself with less price?

I have found that some guys are selling itunes gift cards with the same price defined by apple itself. So, how do they make profit? is it possible to buy apple gift card lesser than the assigned amount? Suppose, for 25 dollars gift card, is it possible to buy it below 25 dollars? Thanks.
