that problem is in the creative, not in the website!! the creative of BH pdt always get disapproved

you don't need to work with any agency that will charge you a lot of money for cloacking, all you have to (if you have a clean creatives) to give TT a white landing page at the review process, put some gadgets images instead of your pdt images and once your campaign got approved, get back to...
