You're right: just tried to follow manually from one of these account and i got "you can't follow more people right now" etc etc. I didn't reached the limit of 5.000 follow btw. Do you know what hourly/daily limits twitter use? EDIT: or what can be a "safe" limit of follow/unfollow?

I'm sure my list have valid ID's. What is strange is that i've 30 accounts, every account follow 40 people then stop for 30 min and start again. If the problem is an invalid ID's or people already followed, i should have one error right? Or 2, 3 etc. But when this happen, all 40 people to follow...
