GA, but I've used Matomo as well and find it good because of its built in tools that GA doesn't have. All depends on how you need to track traffic. With GA being a script and Matomo on the server they track differently.
If you're targeting national, it might be better to break sites out based on each area unless you have deep pockets and resources to try and rank a single brand site everywhere. If its just a local area, use 1 site with individual town or city pages.
You can build an audience with a custom segment in Google Ads audience manager and target websites they've browsed and / or keywords they've searched for. I've done this for a number of campaigns and it works well if your targeting and campaign setup is on point.
