I've had the same "did not meet the standards set by Bing the last time it was crawled" issue for well over a year now. My site doesn't appear on Bing at all, including when I search for the site's name.
I've had Cloudflare's Crawler Hints enabled for a long time now but just realized today...
I remember in the past there was a way to download an entire website. It was a bit of a clunky tool (I think you had to download it on Windows), but it basically went page by page and downloaded everything. Maybe with some Googling you can find it.
FYI Incogniton is another good anti-detect browser, though they're moving from 10 free profiles down to 3 free profiles, so maybe something like Dolphin Anty (I've never tried them) will be a better long-term move.
