Iy is not useless, Facebook automatically ban any fresh account and unban it by quick appeal in a few hours. However it's easier to use agency accounts anyway.

It's a usual situation for Facebook fresh ad accounts. Just appeal and if it sone't work, you can use agency accounts to start your campaigns. It's the best way sometimes.
