GSA links are safe for tier 2 only if your tier 1 links come from trusted and authoritative sources. A facebook page or Youtube video can handle being spammed by GSA links, but a obscure page with low DA and PA will not take spammy links well.

Age as a ranking factor is much more noticeable when a site is new. A site under 6 months old will have more trouble ranking, but a 5 year old site does not have a significant advantage over a 2 year site.

Personally I would hit it with a wave of social signals, and then send a couple PBN links over a week or two. Then throw another wave of signals and see where you should rank from there.

If it is a brand new website you definitely have to wait awhile to see the results of ranking. Google will not rank a domain that is new, it will take 3-4 months of building links on a fresh domain to see results in the search engine

Im not sure if it matter where the domain is registered, but what does matter is the IP of the host server. You will see a much nicer rank increase for your page in the UK if the website is hosted from the UK as opposed to hosted somewhere else in the world.

It depends on how much risk you want to take. Does your startup require a large web presence? If not, it wouldn't be too hard to learn some basic SEO and work on it yourself.

With a PBN you have complete control over the link that you build to your site. You can build highly contextual backlinks, and dont have to worry about the source or quality of the link.
