Wasn't doing this myself, but I've seen a lot of domains removed that were bombing Bing with "domainname.com keyword" queries. If they did a cleanup of this, it would make sense that a lot of keyword-domains are removed and you'll find big authority names at the top now.

Yes, I've had several sites de-indexed. In the gambling niche I've seen dozens of sites removed. Most of them were keyword-domains as far as I can tell.

My Geo proxies are back up and running again. I've been using reverseproxies for years and will continue to do so. As for the post above: BHPROXIES does not seem to offer the same service (rotating IPS's), but this reselling dispute has affected all users. Maybe you guys can just sort it out...
