Certainly no cops, but credit agencies can try to collect these kind of debts, who knows... Better pay it off if it is linked to your identity in anyway (bank account, credit card), but if not, no worries.

I know this is no help for this case, but it's a very bad idea to ship anything without tracking/insurances. Scammers will exploit that weakness on your side and you won't be able to prove anything.
