Again you want to target the right keywords, have the right setup in terms of squeeze pages etc. If you've got that down, the budget can be higher because you're building a list and not wasting the money spent.

Yeah it keeps it moving forward, it also just keeps your business from going down if you can find good paid ad placements then you're not relying on those pesky free methods that work sometimes but don't work others.

It's really a matter of what you are promoting/advertising. I couldn't answer that without a little more information. Personally I became a web developer for the sole purpose of marketing. My thought is you need the right website with the right features to start, including squeeze pages etc...
