Could be but I wouldn't assume tier 2 is inherently stronger, it may depend on the quality, relevance, indexing & overall link structure, results can vary a lot between sites & niches

Ranking stability is a useful signal to watch, a consistent position over time is generally more valuable than briefly reaching 1 & then dropping, it also makes organic traffic & conversions more predictable

Blogspot still works only if treated like a real site but as a satellite pbn for link juice it's mostly ineffective & easily ignored today

Internal linking isn't more important than backlinks it improves structure & helps rankings but backlinks are still the main driver of authority so you need both to grow

Kw stuffing & over optimizing content also chasing high da/dr links blindly, now it's more about intent relevance & real value not old tricks,

DA & DR for sure used to trust it a lot now it's easy to fake & doesn't guarantee real value, now I look more at real traffic relevance & backlink quality instead
