no it doesn't break udemy policy only if you had udemy business

People do that all the time but it doesn't affect sales as much as you think, you can report it to google and the will remove it but as i said people that will try to search for your course for *free* won't pay for it in the first place

Be careful if they get you reported you will be marked as spam and this will give you a violation
