Hmmm.. Try this before anything. Get Antigate ($5), set module to Anti-Captcha.dll and see if it gives you the same problem, if it worked then there is an issue with ether decaptcha module or decaptcha API and their api is refusing you.

Was it working before? Using proxies? Firewall?
