Cannot stop lying, can you? It's not even the main point, you delivered the account even later (u failed with the first attempt) and it was suspended. And now you don't refund. That's all.

I think you should address that he's not honoring his refund policy. Just offering replacements when it's clear the quality of the accounts is bad and/or he doesn't know what he's doing. He gave me a suspended account; it's not normal. Perhaps he was buying time or trying to blame me somehow...
