They are only interested in getting as much money as possible from advertisers. If a publisher is scamming, they might ban him/her keeping that money too. No wonder most of the content is now monetized by their own adsense account.

Try to get into a different niche. Try to build a twitter account/facebook page which will result in a passive income in the long run.

After a few complaints, Paypal might block your account not to mention all the refunds.

Currently, you can use graph search for this. You can add more filters like gender, age etc. to this to get an idea of your audience.

You can create business accounts for your needs. Still I won't recommend creating more than a couple of accounts on a single IP.
