Google indexes backlinks on a weekly basis sometimes two times a week one small sample and one big sample. sometimes Google knows you have backlinks but it won't show them on webmasters tools for unknown reasons or google just delay showing them on purpose.

it will work great if it has strong backlinks. i rank some keywords with the help of blogroll links in completely foreign sites. relevance and topical pagerank are auxiliary metrics to the normal PageRank and that's why any strong link will work regardless of where you got it.
