I think web-based apps have much more potential since the user doesn't have to download anything new to get started interacting with your application.

That's a funny problem to have about the bandwidth. Just hardcode a limit and quick linking the video after it's passed.

Very easy to do in MATLAB or Octave (free). There is a function called movie2avi() that will do exactly that.

How much variability do you want? If you don't want too much you could just come up with 3 ways of writing each sentence and then just randomly pick one. Then move on to the next sentence. Excel could do it.

Since the directions were so vague, I'd just screenshot it and insert the image into html code. Make them tell you what they want.
