Full setup require you to have your own SSL certificate, you can pay for this or generate one free from let's encrypt. However if security is not your main concern, flexible is plenty if you deem cloudflare is trustworthy enough to read your plain text traffic

Eh I think rather than automating creating the page, you can convert your CSV into wp_post table schema. From there you can just load the SQL and in theory the pages will be automatically generated
