Actually, installing phpMyAdmin on that vps will be ok, as it will consume resources only when used. I can confirm 512 Mb ram will be enough to import your .sql file and do exports once in a while. cPanel is another deal and sadly, you can not run it on that vps, and you don't need it that much...
