I think it is a large site. If your budget isn't big enough, maybe you can try cutting down on the pages ;)

I always ask payment upfront with PayPal. And if the client doesn't like this I ask for half up front, half after work is done.

Just for user friendlyness I would go for WP

I've been reading about this on a lot of other forums. Probably they will let the +1 button play a role in search results. But also quite logical. They want their viewers to be gone after searching, so +1 creates more trust.
