Go for web2.0s and high pr blog posts as well as links from article directories, social networks and guest blog. Get a good mix of them, you may want to use a different service for each set. Focus upon real quality.

Build you links manually to point to your money sites, then power them up with GSA SER and similar other tools.

Buy links from high pr pages, make sure they are do-follow with good retention and low obl.

When your traffic level drops, its often because of loss of rankings. Check what keywords have been affected and try ranking again.
