i will vote for Multilogin. I use it for sevar projects in Social networks. happy with it.

IG rules allow you to have 5 accounts on 1 device with active login. so probably that is save amout to have per device. if you want to create a lot of account more coud be very risky, and you can get accounts banned quickly. so depends on your use intention.
