You have narrowed it down pretty well. I am not sure if a library already exists with patterns of phone numbers (it should, right? ). Regular expressions is the solution.

For anything scraper related, I would go with python. For scalable crawlers, you can use something like java.

Try to find items that are manufactured in your country and not exported. List them in other countries. That is a good way to get started but it will take some research.
