Find where to buy traffic and where to sell it, then keep upgrading your campaigns to eprove your results and get higher EPC. eg. I'm getting traffic from evedav and exoclick, and splitting it between AdsEmpire and iMonetizeit.

If you work with some network, better to ask them, they know more what traffic convert the best for them

If you are asking about CR, then its quite low, but it all depends on your spend. If you are earning money with that CR its great. To see the full picture you should compare the same traffic on the same geos but on different network. And its better to work with advertiser with inhouse offers...
