I normally research keywords using tools, check competitors ads, and look at search terms after launch. Many keywords look good on paper but only testing shows their real value.
Facebook usually pushes budget to the adset it thinks can perform best during the learning phase so this is pretty normal. I would let it run a bit longer or try new audiences with clearer differences instead of duplicating the frozen ones right away.
