I'd also be interested in such a tool. Especially the full website scraping part... There is a python framework optimised for scraping, it's called scrapy and there are some nice tutorials on YouTube. Looks like a bit more work than I was willing to invest...

For the ones more interested in a payed option: I really really like MOZ. Regular updates, tells you ranks per country and it's fully automatic. Just saying. It's nowhere near free though.

The popularity and thus the traffic volume of Bing and Yahoo depend on your country. In Taiwan Yahoo is very popular and you'd get lots of traffic. In China you'd only get traffic from Baidu and partly Yahoo. So what search engines are popular in the countries you are targeting?

PHP as a backend scripting language will also just output HTML. Same with CMS systems. I have the feeling that wordpress does very good out of the box when it comes down to SEO
