I see the link you used in the tweet is shortened by tinyurl which points to an adfocus link. I read through the adfocus terms and restrictions and saw this: Do not send traffic from other short URL websites ​ Do they not enforce that rule or what?

While this seems like an awesome method, it still seems very difficult to get into the EPN. It'd be a bit of a risk/gamble (and huge disappointment) to setup a nice website to promote ebay products, then apply to the EPN only to get denied...
