In our experience SMB's seem to by fine paying $1,000 to $2,000 for iPhone, iPad and Android App design and publishing and $75 to $150 a month for the App Hosting, an App Panel to do real time synced updates, Analytics, unlimited Push Notifications and Unlimited Geo-Fencing.

The problem with "essentially an app that is a mobile website" is it would never make it through Apple Approval.
