This vendor scammed me and never delivered the service I paid for. I trusted it since it was OP approved. How do I report this is a scam deal. I have emails to prove it.

How do I report scammers? This OP approved seller has not delivered my new order and its been 48hrs. I opened a PayPal dispute and he asked me to close it before he delivers the services I paid for.
