Whitehat SEO is creating original content and trying to gain links through social interaction. As soon as you build a link beyond a directory submission or some other similar process, you are in the realms of "blackhat". Just do what works and use your brain.

Create fake accounts and post yourself. Then hire other people to do it. Be aggressive on social media - if you find someone on twitter discussing a topic related to your forum, start a topic then link them to it and ask what they think.

Start with a web 2.0 PBN. That way you don't have to pay for hosting or domains, all you have to do is create quality sites on networks that look like they are going to hang around, and there is no reason you can't then build links to them and have a virtually free PBN.
