How do citations work? Domain Root or Individual Pages?

Is it possible to use local citations for individual site pages, i.e.
site = services located in specific cities
citations = local citations for service page in each city

Or do citations only work for domain root and not silo's or individual pages?

Usually it's domain root but subdomains work sometimes.

A good amount of them allow subdomains but the important ones only allow root domain. Plus don't try to create a bunch of duplicates unless you actually have everything separate including address and phone numbers.

For citations, if you want to submit subdomains you surely have a different address, phone no. may be services for sometimes.
