Yes blogs do get deindexed sometimes just like any network. The deindexed blogs are removed from network and new blogs are always added.

Not directly, but you obviously lose the link juice from the deindexed blogs, but at this price, even if half of them got de indexed, and I've no reason to think that they would, then you'd still have had great value for money.

Agree with what "Poker Rakeback Mafia" said. You may lose some link juice and as a result may see change in rankings. Its its a long term site, then use these links as tier 2 links.
