What do $0.01 clicks mean in Adsense?

Got a new client and his adsense is showing tons of $ 0.01 clicks.

Is this some kind of penalty from Adsense? His account says 68% revenue share for content network clicks. How can 0.01 be 68% of anything? Someone's bidding 1.5 cents per click? Is that even possible to bid for fraction of cents?

Appreciate any tips on improving this.

They're bidding in some other currency then? That's why there are fractions of cents? Makes sense....
