I would advise against web hosting companies that advertise services for PBN, mainly because they are a footprint and search engines already has them on watch.
Buy small web hosting accounts from different companies and spread your sites over them. They usually have thousands of sites where you PBN can fly under the radar (considering you don't whore it!).

And what about one company that offers different IPs foreach site?
For example, DigitalOcean offers vps for $5 dollars per "droplet", the droplet being a unique instance with its own dedicated ip. What do you think about it?

If its a cloud service then there are no footprints.
The issue with DigitalOcean its that it just offers the cloud service, without offering a universal cpanel.
While something like EasyBlogNetworks offers a cpanel and cloud hosting, issue is that it only allows WP.
Then we have pbn.hosting which offers the same, but only allows HTML.
Ive been looking all over but i cant find a good cloud hosting service that allows anything and gives a universal cpanel i can manage everything from.

DO, Vultr, RackSpace, AWS etc, are all great options to host your PBN. I would advise to go with the hosting companies directly, as you won't share IPs with other PBNs that way. Otherwise you might have some bad experiences with using hosting solutions that host 20+ PBN sites on one cloud droplet (one unique IP). Convenience usually comes with footprints, keep that in mind.
Also, DO and several others already offer Wordpress off the rack, but if you read up a bit on Ubuntu, you will find that hosting PBNs on various platforms (WP, Joomla, etc.) is a piece of cake.

Only against an additional monthly fee (15$ per site iirc). But not sure why you want to bloat a small PBN site on a low volume droplet with cpanel, it'd rather use Ubuntu and manage with Excel. You can use something like server avatar to manage your droplets and deploy apps (e.g. wordpress, phpmyadmin, mysql etc.) but we haven't personally tried it.

I need to manage over 100pbn sites.
So ideally theres one cpanel i can do it all from.
A monthly fee of $15/month/site is a bit too much too.

Yes, we host all our PBNs on cloud hosts, Digital Ocean just being one of them. But there are a looot of other good ones out there, where you can get a droplet with a unique IP and no bad neighbourhoods for 5-15 bucks per month. Vultr, Linode, Atlantic, AWS, etc. to name a few. They also all have their own DNS service and several datacenters, giving you a huge range of IPs to work with.
We tried quite a few of these all-in-one PBN hosting solutions with a good amount of domains, just to see what the fuss is about. While they are cheaper and most likely more convenient for most users, they definitely bare a bigger risk. Because most of the time the domains are hosted along with tons of other PBN sites on one single IP/droplet, subsequently we never continued to use them and went back to our own way of hosting our PBN domains.

So i see that these are definitley good hosting options. Is there a good 3rd party content management program/site you know of that i can use to manage all of the droplets i would set up with Digital Ocean.

Generally avoid SEO hosting providers that sell sequential C Class IPs 'coz Google can see that all of your sites are hosted on the same server from the server header records. There are a several inexpensive hosting providers that work well, but it is important that each site has good uptime.
