Do you bring targeted traffic to the signup page or just anyone who's not even interested signs up?

have you tried peerfly they have many awesome pay per sign up offers starting from $2.5 up

Um, wanted to ask if the signup page recieves targeted traffic or any visitor to signup without knowing what he is doing?
