Reasonable amount of money -----> 10 quality guest posts from niche related sites that are not openly selling backlinks. (of cos you need to pay them most of the time)

No money ------------> build up 10 web 2.0 sites with quality handwritten articles.

I have tried Seb Ali's web 2.0 service before and it was enough to rank some of the easy kws on the first page.
With just 10 web 2.0s.

Not sure what went wrong with your site, but web 2.0 is not crap at least for me.

Get razor targeted guest posts/editorial posts that are not commonly accessible by your competitors.

I like this idea, if you can only get 10 a month then you want links that no competitor would realistically be able to get without serious $$$.
