Some newbie question about adwords

Hello, I am planning to start an adwords campaign, to start off, my niche is online gambling site and for my targeted country google is pretty much banning every keywords possible, so I immediately hit a wall, my client told me that his friend / competitor is able to rake in traffic of at least 50 registers a day with adwords and keep pressuring me. So my questions:

1. Is it possible to do this? I assume there is some related keywords that is allowed, how to find this keywords?

2. Is it possible to place an ad for different keyword, for example, posting an online gambling ad for a "how to get rich fast" or "buy a second hand car" or even "soccer match result" keywords?

3. What is the best method to promote this kind of stuff, I tried posting a banner ad before with no result at all

Well, the answer depends on the country you are advertising in, if you are require to be regulated there and your brand is not you are in a problem.
Assuming you don't have to be regulated nor gambling is forbidden you can use most keywords including what we call "make money" keywords (sort of like get rich fast).
You still have to comply with Googles rules for ads and landing pages, you can't for example promise to double the money if it is not true (and it is not true)

Getting 50 registered a day in very possible, but at what price?

I dont think you can run a campaign in gambling its banned on adword network however you can do it from other way its called cloaking .. let me know i can help you .

Sadly my targeted country forbid any gambling content. I don't really know how much my client's competitor paid for the service, but I assume not that much because they are also new

I kept hearing about this cloaking thing, can you explain in detail what cloaking is? Also can it bypass the restriction if the keyword is completely blocked? Thanks

For most countries, gambling related sites are not allowed. Using different keywords is not going to work either since eventually, Google is going to check and they will clearly see that your landing page is about gambling, not whatever non-related keyword you chose. Besides, doing this, in any industry, would hurt your QS and thus would spiral you down since the search intent and your ad don't relate and thus having to spend more just to keep up. So bad, if not to say stupid, idea.
