What's the latest and greatest? Or what is recommended? Anything that works with Freetone or voIP services without crashing, dropping, or losing connection.

Preferably something that could amplify volume, but not gonna hold my breath.

So, far, I'm having trouble using Memu, and I've tried clearing the cache of Google Play Services and clearing the data of Google Services Framework.

u can try Nox emulator

Right when I click "install" for an application called FreeTone, it won't install. I hear it click, and see the button register, but nothing happens.

Anyone else recommend any android emulators to replace Blue Stacks? Nothing fancy, something that won't freeze, bug, or crash.

I recommend Memu my friend , it's much , much better...

yeap, I also recommend nox app player, the fastest on the market

With MEmu, I keep getting "Error retrieving information from server. [RH-01], even after clearing the cache of Google Play, and clearing the data of Google Framework.

And with Nox I keep getting Voice Calling is not supported.

I'm not sure about the voice calling support, but you can try Andyroid too.
