Is SocTop a virus?

So i saw someone using this bot; soctop.net on a method and i went to download it but it said download failed, virus detected. is that just an issue with my anti virus or is it an actual virus?
 
If you are using a Reputed Antivirus, don't download it. Most Viruses now a days try to use a FUD Stub, which is able to bypass, but with time and usage, that stub gets detected by antiviruses. I'd recommened you to check the file online and read about it.

Always run it in a sandbox or a VM if you don't trust it.
 
If I had a quid for every time I was asked if my software contained a virus because their bumfuck dumb as shit AV flagged it I would have a few quid.

If you are going to be using software that isn't used by hundreds of thousands of users regularly and still use an AV such as Norton then you need to get used to false positives.

Also you may want to use some common sense with things like this. Look into the reputation of the provider of the software, send the file to Virus Total or contact them directly. The fact they have a clean sheet on VT is a huge telling sign that it is high time you switched up your AV for anything else.

*Edit* I was not trying to make out like SocTop is anything to do with me. I get asked often if my software is a virus when it would be dumb as fuck to bundle a virus to make a few cents per install but to in return lose potentially hundreds per customer on a sale of my software.
