Best local citations package

What is your go-to local citation package to purchase? Looking for the safer variety.

I have a few recs but curious what the community here uses.

Hoth is a joke. If you want a shot gun blast of citations that don't match your clients niche or locale than by all means. I like Brightlocal's citation burst service, you can take the list of sites and do it yourself, but I find paying $2-$3 per citation was more worth my time than doing them myself. Plus, unlike other services, they don't take down the citation after you cancel the service.

Is it possible to use local citations for individual site pages, i.e.

site = services located in specific cities
citations = local citations for service pages in each city

Or do citations only work for main domain and not silo's or individual pages?

I have looked at HOTH but I didn't use their local citation building. However, I do want to try their PR service.
